Citywide and Santiago Creek Strategic Plans

Santiago Creek Strategic Plan 

On October 10, 2023, the Orange City Council adopted Ordinance No. 13-23, creating the Santiago Creek Commission. Established as an advisory body to the City Council, the Santiago Creek Commission has been charged with recommending projects in and along the Santiago Creek Area. To achieve this task, the Santiago Creek Commission developed a comprehensive strategic plan that was approved by the Orange City Council on February 24, 2026.

Revised Fiscal Years 2025-2030 Citywide Strategic Plan

On November 26, 2024, the City Council adopted the Fiscal Years 2025-2030 Citywide Strategic Plan (Plan). As a part of the Plan’s adoption, staff committed to providing quarterly updates and holding a Strategic Planning Session (Session) at the beginning of the 2026 calendar year. To this end, staff presented quarterly updates to the City Council through the 2025 calendar year, and on February 5, 2026, the City Council held a Session at the Orange Main Branch Library and History Center to ensure the Plan is relevant to the Orange Community’s needs.

The City Council adopted the Revised Fiscal Years 2025-2030 Citywide Strategic Plan on June 23, 2026 with the following changes incorporated into the revised Plan:

  • Name changes to the Mission/Vision/Values as well as the Citywide Goals.
  • Narrowing the number of Goal Action Plan objectives to only those selected during a dot exercise held at the Session.

By removing the more routine objectives, the revised Plan exclusively details longer-term and larger scale priorities, that when accomplished (or where progress is made), will significantly advance the City’s efforts to achieve the six Citywide goals. 

Quarterly progress updates will be provided, and by adopting the Plan in June, the quarterly updates will align with the City's budget development and adoption process.
