The City Clerk's Office is an authorized U.S. Passport Acceptance Facility. Passport Services, including passport photos, are by appointment only.

Walk-in passport services are available at the County of Orange.

Passport Renewals

The City of Orange does not process adult passport renewals.

If you are renewing a passport that was issued less than 15 years ago, and you were at least 16 years of age at the time the passport was issued, you must renew by mail using Form DS-82 or online.
If you don't meet this criteria, you’ll need to complete a first-time application (Form DS-11) in person with required documents.

Emergency and Urgent Travel

For life-or-death emergencies requiring international travel within 72 hours, contact the U.S. Department of State to schedule a passport agency appointment. More details are on the State Department's Life-or-Death Emergency page.

What Do I Need to Bring to My Appointment?

Please review the checklist below to ensure you have everything required for your passport appointment along with your fees.

Completed DS-11 Application

If you are a minor or first-time applicant or your previous passport was issued more than 15 years ago, you must appear in person and complete a passport application (Form DS-11) using black ink. If your passport was lost, stolen, or damaged, you must reapply with Form DS-11 and Form DS-64.

Please bring your printed DS-11 form to your appointment
Do not sign the application until requested to do so by a passport agent.

Passport Requirements for Minors
It is mandatory that applicants under the age of 16 appear with both parents or legal guardians. If one parent is absent, the applying parent must present a notarized consent document (Form DS-3053) or court document proving sole custody, or a death certificate. Applicants 16 to 17 years old must appear with one parent who can present acceptable proof of identity.

Proof of U.S. Citizenship

You need proof of United States citizenship in the form of:

Previous U.S. Passport; or
Certified copy of the applicant's birth certificate; or
Certificate of Naturalization

Photocopies of these documents are not acceptable. Applicants under 16 years of age, using a previous passport or Certificate of Citizenship must also provide a certified copy of the applicant's birth certificate to prove parental relationship.

Proof of Identity

For applicants 18 years and older, a valid photo ID must be presented.
For applicants 16 or 17 years old, one parent must be present with a valid photo ID.
For applicants 15 years and under, both parents must be present with a valid photo IDs.

You must bring an original form of valid identification, such as:

Valid CA driver’s license or ID
Certificate of Naturalization
Previous or current U.S passport book/card
Military identification
Current valid foreign passport
Government employee identification

If you are providing an out-of-state identification, you will need to bring an additional form of identification, such as:

School ID
Social security card
Medical card

Passport Photo

The City of Orange provides passport photo services at $15 per applicant.

If you would like to bring your own photo it must adhere to the following guidelines:

Must be in color.
Two inches by two inches in size with a white or off-white background
Taken within the last six months.
Photograph should be taken in normal street attire. No uniforms, camouflage clothing, glasses, or head attire can be worn in the photo.
