Traffic and Environmental Impact

State and Federal laws require that future street and highway capacities will adequately accommodate traffic generated by planned land uses.

For its General Plan, the City of Orange requires a Traffic Impact Analysis (TIA) to ensure that the impact of the land use proposals on the existing and future circulation system can be adequately assessed, and to verify that the laws and guidelines set by the California Environmental Qualities Act (CEQA) and Congestion Management Program are suitably met.

Any entity who is proposing development in the City of Orange must meet the TIA requirements, which are also used to guide the development review process in coordination with Local CEQA Guidelines and the City of Orange Municipal Code

• Visitors who wish to park RVs on the street must obtain a permit from the Orange Police Department. The permit is good for seven consecutive days, but the RV must be parked in the street adjacent to the home being visited. It cannot be parked in front of someone else's home. Six permits are allowed per year.
• Parking Permits can also be obtained at the Orange Police Department Traffic window, Monday through Thursday from 8:00 am to 5:00 pm.

Residential Neighborhood Traffic Management

Research shows that drivers who use neighborhood streets to avoid congested roads often do so at excessive speeds. The Residential Neighborhood Traffic Management Program (RNTMP) was established to help mitigate these problems.

The City of Orange is committed to enhancing and maintaining the safety and livability of its residential neighborhoods. The City Council adopted RNTMP by resolution in July of 2001.

Traffic Counts

Traffic count data for the Traffic Flow Map is collected by mechanical traffic counters placed on the street for a 24-hour period during a typical weekday. The map represents a weekday average daily traffic volume; weekend and holiday counts are not included.

The Traffic Engineering & Operations Division fixes and maintains the traffic signals and streetlights throughout the City of Orange.

The Division conducts a streetlight check regularly to locate and repair any malfunctioning streetlights.

Traffic Management Center (TMC)

Orange County’s Traffic Management Center is the hub behind the City’s Intelligent Transportation System (ITS). This state-of-the-art camera and traffic data system enables specialists to monitor traffic and regulate its flow to reduce congestion and optimize commute times.

The ITS system harnesses a network of fiber optics and wireless links to connect traffic signals and cameras to the Traffic Management Center. TMC controls over 150 traffic signals to adjust timing and improve vehicular flow based on real-time traffic conditions.

To accommodate future demands, the ITS system has the built-in flexibility to extend its fiber optic network and support the addition of more traffic signals and cameras.
