Safe and Sane Fireworks
On November 5, 2024, Orange voters approved Measure AA with 61.18% of the vote. By approving Measure AA, Orange voters authorized the sale, possession, and discharge of Safe and Sane Fireworks in the City of Orange subject to reasonable rules and regulations of the City Council.
To implement this program, the City Council adopted rules, regulations, and processes to carry out the Safe and Sane Fireworks program.
Provided on this page are highlights of the program and information on 1) how to sell Safe and Sane Fireworks and 2) frequently asked questions on buying and using Safe and Sane Fireworks.
Phase I: Applications
To ensure equal opportunity, the City of Orange established a lottery process to sell Safe and Sane Fireworks. All Qualified Organizations, as defined in Orange Municipal Code Chapter 8.13 and Resolution No. 11648, may apply to be included in the lottery.
Phase II: Lottery Process and Permit Phase
Applicants selected in a random drawing at a City Council meeting will move on to the permit phase. They will work with their selected Safe and Sane Fireworks Wholesaler and the Orange Fire Department to secure all necessary approvals to receive a permit for a two-year period.
Those receiving a permit will be prohibited from participating in the immediate application and lottery process after the two-year permit cycle has completed.
