Helping Orange Residents Secure Stable Housing

The City of Orange's HOME Tenant-Based Rental Assistance (TBRA) Security Deposit Assistance Program helps income-eligible households overcome one of the biggest barriers to obtaining housing—the upfront cost of move-in deposits. Funded through the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program, the TBRA Program provides one-time assistance with security deposits and eligible utility deposits for qualified households renting a home within the City of Orange.

Available Assistance

Eligible households may receive:

  • One-time Security Deposit Assistance
    • Up to one month's contract rent, not to exceed the maximum security deposit allowed under California law.
  • One-time Utility Deposit Assistance: up to $500 per household for eligible utility deposits, including:
      • Electricity
      • Natural Gas
      • Water
      • Sewer
      • Trash Collection

Payments are made directly to the landlord, property manager, or utility provider. Assistance is not paid directly to applicants.
