Community Development Block Grant (CDBG)
The City of Orange receives annual entitlement funds from the Community Development Block Grant (CDBG) Program administered by the U.S. Department of Housing and Urban Development (HUD). CDBG provides annual grants on a formula basis to develop viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities primarily for low- and moderate-income persons.
Citizens are encouraged to participate in the planning, implementation, and assessment of program and projects funded with CDBG. The Citizen Participation Plan (CPP) is the policies and procedures in place to give citizens an opportunity to advise on the funded activities. To review a copy of the CPP, click here.

The City of Orange receives CDBG and HOME funds annually from the U.S. Department of Housing and Urban Development (HUD). The City will receive the following amounts for the Fiscal Year 2026-2027:
- CDBG - $998,622
- HOME - $343,806.81
The City Council of the City of Orange will hold a Public Hearing at a Regular Meeting of the City Council on Tuesday, May 12, 2026, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the Council Chamber located at 300 E. Chapman Avenue, Orange, California, to review and adopt the 2026-2027 CDBG and HOME funding recommendations for the 2026-2027 Annual Action Plan. The Annual Action Plan summarizes housing and community development strategies, priorities, and how the City plans to use CDBG, HOME, and other funds to address the needs of low- and moderate-income residents. Public input received, projects, programs, and funding amounts approved by the City Council at the public hearing will be incorporated into the City’s 2026-2027 Annual Action Plan. This Plan covers the period of July 1, 2026, through June 30, 2027, which represents the second year of the City’s Five-Year 2025-2029 Consolidated Plan.
A copy of the Draft Fiscal Year 2026-2027 Annual Action Plan will be available from April 9, 2026 to May 11, 2026, on the City of Orange’s website by clicking on the orange button below or at the following locations for a 30-day public review and comment period:
