The City of Orange receives annual entitlement funds from the Community Development Block Grant (CDBG) Program administered by the U.S. Department of Housing and Urban Development (HUD). CDBG provides annual grants on a formula basis to develop viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities primarily for low- and moderate-income persons. 

Citizens are encouraged to participate in the planning, implementation, and assessment of program and projects funded with CDBG. The Citizen Participation Plan (CPP) is the policies and procedures in place to give citizens an opportunity to advise on the funded activities. To review a copy of the CPP, click here.

The Supporting Local Investment in Commercial Exteriors (SLICE) Program is a façade improvement grant program administered by the City of Orange Community Development Department and funded through the federal Community Development Block Grant (CDBG) Program. The program provides grants to eligible for-profit businesses to improve the appearance, accessibility, and functionality of commercial storefronts located within qualifying Low- and Moderate-Income (LMI) areas. By investing in exterior improvements, the City seeks to encourage private investment, strengthen neighborhood commercial areas, and support long-term economic vitality.
