On July 14, the City Council adopted Resolution No. 11707, placing a proposed city charter measure on the November 3, 2026, ballot. The measure asks voters whether the City of Orange should adopt the proposed city charter under the California Constitution. If approved by voters, the City of Orange will transition from a general law city to a charter city, with governance guided by the adopted City Charter.
