Citywide Financial Update
Thank you to all the Orange residents and businesses that participated in the Fiscal Year 2025-2026 Annual Budget Process. After two City Council study sessions, two regular meetings, and one special City Council meeting and several departmental updates, the City has adopted the annual financial and operational plan for Fiscal year 2025-2026.
For now, the upcoming budget reflects the city's commitment to maintaining the essential services Orange residents have prioritized such as:
✓maintaining 911 response,
✓maintaining fire, police protection, and paramedic services,
✓preventing property crimes/thefts,
✓keeping public areas and parks safe and clean,
✓ensuring children have safe places to play,
✓and protecting the City of Orange's long-term financial stability.
However, like many cities in the OC and California, our continued efforts to maintain the quality services you rely on, has become more and more challenging. That’s why we’d like our community to stay informed, including visiting the links below for more information on the City’s Annual Budget.
Community engagement is very important to the City. In order to address our challenges together, the City would like to continue the conversation Citywide to ensure that everyone has an opportunity to participate in important City services decisions - that's why we are launching Our Orange Conversation: A Citywide Discussion.
Fiscal Year 2025-2026 Annual Budget
City staff worked with residents, business and the City Council to develop the Fiscal Year 2025-26 (FY26) budget. City fiscal years run from July 1 through June 30, meaning Fiscal Year 2025-26, begins July 1, 2025. Meeting information for the FY26 budget are provided below. Annual budgets are adopted by the City Council and reflect Council policy decisions. City staff submit budget recommendations to the City Council, but ultimately City staff develop the budget in accordance with City Council direction. With public safety comprising nearly 70% of the General Fund (see graph below), it is anticipated that a variety of services (including public safety) will need to be reduced.

The City continues to be a prudent steward of taxpayer dollars. As it is necessary to only spend what we have, future budget reductions may include:
Police Patrols & Homeless Outreach
Resources for property crime prevention, homelessness intervention, neighborhood patrol, code enforcement, and traffic safety.
Fire Protection
Resources for firefighters, paramedics, dispatchers, staff maintenance, and the lifesaving equipment purchases needed to keep our City's eight fire stations open while supporting emergency and hazard response.
911 Emergency Response
The City of Orange is proud to have its own 911 emergency medical services, and not contract out services like many other cities.
Street Repairs & Improvements
Maintenance for streets such as pothole repair, sidewalks, traffic signals, street lighting, and graffiti abatement.
Neighborhood Parks
Keeping our 22 public parks clean, safe and ensuring children have safe places to play.
Youth & Senior Services
Youth services such as afterschool and summer programs, as well as our senior programs offered through the Orange Senior Center.
