Owners of non-residential commercial property (OMC 5.14.170) and owners of apartment complexes (OMC 5.02.040), are also required to maintain a Business License and report gross rental receipts. A separate Business License is required for each branch establishment or location of the business. (OMC 5.06.050) Any business based outside the City but operating in the City of Orange must obtain a Business License and carry it with them.

Business License renewal notices are mailed during the month they expire. You have 1 month from the expiration date to renew. Failure to receive a renewal notice does not relieve the business owner of the responsibility for renewing the license before the penalty date. Late payments receive a 25% penalty.
If you have a Gross Receipts Tax Schedule, you will need to state your business's gross revenue (before any expenses) for the last 12 months prior to the expiration date. Each new application for a Business License must include an application fee of $56, a State Mandated Fee of $4 and the minimum tax as listed on the back of the application for the specific type of business. The application fee and State Mandated Fee are non-refundable.
Business Licenses are not transferable. A change in ownership requires a new application.
If your business includes retail or wholesale activity you must obtain a Seller's Permit (Resale Number) from the California Department of Tax & Fee Administration. We need a copy of your Seller's Permit showing an Orange address when you apply for a Business License. Seller's Permits for other cities are not acceptable.

Yes. However, please make your changes before the Penalty Date, as some changes may lock you out of the payment process. You may update your mailing address, phone numbers, or email address, then continue to pay your business license renewal. If you change your business name your account will be locked until it is reviewed and updated by City Staff. It may take up to 1 business day before your account is unlocked and you can finish paying your online renewal, so please allow time for this to be taken care of before the penalty date. If you change your business address in Orange, your account will be locked until this is reviewed and approved. A $10.00 “Move Fee” will be added to your account. Your address change will either be approved and your account unlocked within 1 business day so that you can complete your transaction, or you will be sent an email asking you to apply for Zoning and Planning approval for the new location. Please do not wait until the Penalty Date to make this type of change. You cannot change ownership online. A new owner will need to apply for a new license. Please do not change the Primary Contact's home address to a mailbox or to a business address. This will not be accepted.
If you pay a Gross Receipts Tax, you cannot close your Business License online. You must send in your signed paper renewal notice, with the required tax calculations.

Reservations must be made in person at the Community Services Department building located at 230 E. Chapman Ave, 92866. Office hours are 7:30 AM -5:30 PM Monday through Thursday and alternating Fridays. Please note: we do not hold park space, all permit fees and deposits are due at the time of reservation in person and permits are issues on a first come, first reserved basis.
If you are a resident of Orange, please bring proof of residency with you such as a current bill or car registration to receive the resident rates, which are slightly lower than non-resident rates. Driver's license nor check address are acceptable. Please note, all permit fees and deposits are required when making the reservation, excluding Senior Center reservations.
Yes, we encourage visitors of Orange to enjoy our beautiful parks and amenities. Although non-resident rates apply, the permit rules and policies are the same as for our residents.
Yes, standard single bounce houses are allowed in most Orange parks however, you must obtain a permit one week prior to your event date. The permit cost is $30 and a deposit of $50 is required. Please note: unauthorized vehicles may not drive into the parks to unload. Bounce houses must be hand-carted in and accompanies with its own generator. They may not be place in an area of the park that obstructs sidewalks or walkways.

The event has been relocated to Grijalva Park for 2020 due to construction at Fred Kelly Stadium.
Grijalva Park lots will be closed for general parking. General parking is available on a first come, first served basis at the parking lots of El Modena High School, Prospect Elementary. and Esplanade Elementary. Please refer to Event Map. Permit parking in the surrounding neighborhoods is suspended on July 3. Please park legally; do not park in red zones or block driveways.
ADA parking will be available on a first come first served basis at Grijalva Park via Walnut Avenue.
A drop-off zone is available at El Modena High School. Please note, the drop off zone is a 0.2 mile walk to the event entrance. It is suggested that attendees be prepared.
The following street closures and detours will be in effect:

- Grijalva Park will be closed to vehicles and patrons from July 1 to July 3 until 3:30 p.m. when event gates open.
- Prospect St. will be closed between Spring St. and Walnut Ave. staring at 9:00 a.m. Through traffic can access either side of Prospect St. via Hewes St. McPerson Rd. will be closed to vehicles and pedestrians at Pearl Ave.
- Residents of Cambridge Creek will have access to their community via a soft closure at Prospect St. and Walnut Ave.
- Residents of the Huntington Condos will have access to their community via N. Pageant Dr.
- Vehicle access to the park via Walnut Ave. (west of Prospect St.) will only be accessible to those with a Disabled Person Parking Placard/Plates or a Reserved Parking Pass. Please refer to event map.
Tickets are available now and can be purchased during normal business hours (Monday - Thursday and alternate Fridays from 7:30 a.m. to 5:30 p.m.) at the Community Services Department located at 230 E. Chapman Ave. Orange, 92866. Tickets will also be available onsite for purchase beginning at 3:30 p.m. on July 3rd. Tickets are $7 per person and children 2 and under are free. Cash, check, and Visa/MC are accepted.

The event is from 4:00 p.m. to 9:00 p.m. The musical program will begin at 8:00 p.m. immediately followed by the fireworks show (starting between 8:45 to 9:00 p.m.)
Student Permits are issued to productions being done for by a student enrolled in an accredited school, working on a production for a class project, assigned by a teacher/professor. Non-Profit Permits are issued for productions done by non-profit 501 (c) 3 entities, (Non-profit Filming.)
The only difference between the three types is that we charge fees for Commercial permits.
