Emissions from R.J. Noble’s asphalt plant located at 15505 E. Lincoln Ave. in an unincorporated area of Orange County were evaluated in a Health Risk Assessment report. Cancer and non-cancer health risks from cobalt and arsenic emissions from the facility exceeded South Coast Air Quality Management District thresholds in the surrounding community.
