Attendance at Public Meetings and submitting Public Comments during COVID-19

Due to the current COVID-19 pandemic, City Council and other Board, Commission, and Committee meetings are not open to physical attendance by members of the public, except to provide in-person Public Comment as outlined below. Additionally, all of the City Council, Board, Commission, and Committee members and staff will participate in the meetings via video conference and/or teleconference. Meetings will be available to the public on television on Spectrum Cable Channel 3 and AT&T U-verse Channel 99; and live and on-demand on the City of Orange website

Options for submitting public comments for City Council Meetings

Public Comments via email or eComment:
Members of the public can submit their written comments for an upcoming agenda item electronically for City Council consideration by emailing them to with the subject line “Public Comment Item # (insert the item number relevant to the comment)” or “Public Comment Non-agenda Item” for general public comments. The public can also submit written comments on the City’s eComment page. Beginning with the February 9, 2021, meeting, written comments will no longer be read aloud.

In-Person Comments:
In addition to electronic comments, members of the public can provide in-person comments via microphone in the Council Chamber. Appropriate safety protocols will be strictly followed, including necessary social distancing measures. Participants are required to wear masks at all times and will be asked to observe one way entry/exit to the Chamber. To participate, please check in at Orange City Hall in front of the Council Chamber located at 300 E. Chapman Avenue. Public Comments are limited to three (3) minutes per speaker. Members of the public may not observe the Council meeting from inside the Chamber, nor will they be able to sit in the Chamber prior to or after their public comments.

Recorded Voicemail Messages:
Finally, the public can record their comments by calling (714) 744-2234 no later than 5:00 p.m. the day of the meeting. Recorded messages will not be played at the meeting, but will be provided to the Council.
