Councilmember Chip Monaco

Chip Monaco was elected to serve Orange’s residents, businesses and non-profit communities in November 2018. As a third-generation Orange resident, Mr. Monaco is proud to be homegrown and raised in Orange. Mr. Monaco grew up on Handy Street…the old school way…playing touch football in the street, riding his bike to his friends’ homes, mowing his own lawn and delivering newspapers to his neighbors as a paperboy for The Orange County Register. Mr. Monaco was introduced to baseball by participating in the City’s Parks and Recreation summer program and continued playing throughout the years in North Sunrise Little League. His love of sports and competition continued as he excelled in soccer, playing club for the Orange Junior Soccer Club. 

Mr. Monaco attended kindergarten at Handy Elementary School where he made lifelong friends that accompanied him to Yorba Junior High and then on to Orange High School. After graduating from Orange High School, Mr. Monaco began his high school coaching career; coaching girls volleyball and starting a boys volleyball program at his alma mater. Both his girls and boys teams excelled, winning several league championships. In the off seasons, Mr. Monaco would co-coach baseball teams with his friends in Orange Little League. Mr. Monaco maintains close friendships with many of his former athletes, their families and coaches.

As a private sector businessman with a Fortune 250 company in the solid waste and recycling industry, Mr. Monaco mentors and guides small teams that service municipal government clients within Orange and San Diego counties. Prior to this role, Mr. Monaco served in various management positions at the County of Orange. Starting in the County Executive Office, Mr. Monaco leveraged his experience into hands-on experience serving three elected members of the Orange County Board of Supervisors. Positions held include Communications and Policy Advisor, Deputy Chief of Staff and Chief of Staff. In Mr. Monaco’s last position with the County, he served as a Deputy Director for the OC Waste & Recycling department. In this role, Mr. Monaco had direct oversight of the Department’s strategic implementation of environmental and regulatory compliance and planning activities, renewable energy initiatives, legislative analysis, land use negotiations, public communications as well as legal, risk and liability management.

Mr. Monaco is a graduate of Leadership Orange, an Orange Chamber of Commerce leadership initiative, a long-standing member of the Orange Elks Lodge, and proudly serves as Chairman of the Orange County Taxpayers Association. Mr. Monaco also serves as a Board Member on the Santa Ana and Irvine Chambers of Commerce, Association of California Cities-Orange County (affiliate member), and is a former Board Member on the Orange County Public Affairs Association, the South Orange County Economic Council, the Santa Ana Boys & Girls Club, CleanTech OC, and the Anaheim Public Utilities Board.

Mr. Monaco received his Bachelor’s degree in Political Science from Chapman University and his Master’s in Public Administration (MPA) from Brandman University. Mr. Monaco previously served as an adjunct professor in the MPA program at his alma mater and resides in Orange with his wife and their two children, who attend Orange public schools.
