As of 2020, the City of Orange transitioned to by-district elections. Because Council terms were staggered so that the entire Council would not be up for re-election at the same time, the districts are rotating through the election process. 

Districts 1, 2, 3, and 5 had Councilmembers elected in November 2020. Districts 4 and 6 will have Councilmembers elected at the November 2022 election, and currently do not have directly elected representatives.  

Mayor pro tem Nichols and Councilmember Monaco both represent the City at-large.

Role
The City Council provides policy direction for the City of Orange and enacts all municipal legislation. The City Council serves in a quasi-judicial role on certain administrative appeals and directs the administration of its policy decisions through the City Manager for delegation to appropriate City staff.
