Passport Information

For customers with a qualified life-or-death emergency and who need a passport for immediate international travel within 72 hours, please visit the U.S. Department of State.  

The City Clerk's Office is an authorized U.S. Passport Acceptance Facility.  Passport Services are available by appointment only. Please click the image below to schedule your in person passport appointment.


Passport photo services are available at City Hall for $14 per person

Passport Renewals

The City of Orange does not process adult passport renewals.

If you are renewing a passport that was issued less than 15 years ago, and you were at least 16 years of age at the time the passport was issued, you may renew by mail. Use Form DS-82 and follow the instructions. If you do not meet these qualifications, you will need to complete a first-time passport application, Form DS-11, apply in person, and present the required documentation.

Please bring the following to your appointment:

1) Completed DS-11 Application

If you are a minor or first-time applicant or your previous passport was issued more than 15 years ago, you must appear in person and complete a passport application (Form DS-11) using black ink. Do not sign the application until requested to do so by a passport agent. 

Requirements for Minors 
It is mandatory that applicants under the age of 16 appear with both parents or legal guardians. If one parent is absent, the applying parent must present a notarized consent document, or court document proving sole custody, or a death certificate. Applicants 16 to 17 years old must appear with one parent who can present acceptable picture identification as noted below.

2) Proof of U.S. Citizenship

You need proof of United States citizenship in the form of:

  • Previous U.S. Passport; or
  • Certified copy of the applicant's birth certificate; or
  • Certificate of Naturalization 

Photocopies of these documents are not acceptable. Applicants under 16 years of age, using a previous passport or Certificate of Citizenship must also provide a certified copy of the applicant's birth certificate to prove parental relationship.

Special notice: California birth abstracts are no longer acceptable. Passport applicants born in California must submit a "long-form" birth certificate.

3) Picture Identification

Must include a picture that is a good likeness of you, such as:

  • Valid driver's license; or
  • California ID card; or
  • Military ID card

4) One Color Passport Photo

Photo must be in color, two inches by two inches in size with a white or off-white background, and taken within the last six months. Photograph should be taken in normal street attire; uniforms, or clothing that looks like a uniform, cannot be worn in the photo. The City of Orange provides passport photo services at $15 per applicant.

5) Check or money order for the U.S. Department of State Fees

Two separate payments will be made for the application fees. Please see the above table for U.S. Department of State fees. The City of Orange fees can be paid with cash, check, or Visa/Mastercard.
