Our staff has designed this site to provide useful information to the public about the programs and services our department provides to the community. - Ensure completion of all Public Works projects in the Capital Improvement Plan in a cost-effective and timely manner.
- Facilitate development activity within the City by implementing efficient processing procedures which will ensure compliance with the City's codes and vision for the future.
- Ensure a cost-effective, safe and dependable potable water supply to meet all residential, commercial/industrial and fire protection needs of the City.
- Improve safety and reduce congestion through the design, installation, maintenance and operation of the signals, signs, street lights and other traffic control devices necessary to an efficient transportation system.
- Maintain streets, alleys and other right-of-ways in a safe and serviceable condition.
- Contract and monitor, to ensure quality service, refuse collection in compliance with applicable City, state and federal regulations.
- Regularly inspect and service the City's sewage and storm drain collection systems and implement the requirements of the National Pollutant Discharge Elimination System (NPDES) and Waste Discharge Requirements (WDR) permits.
- Acquire, service and salvage, where appropriate, all City vehicles, including cars, trucks and other non-wheeled equipment, to ensure safe and reliable operation.
- Administer an ongoing program to promote public awareness of and compliance with the need to recycle solid, liquid and hazardous wastes generated in the City.
- Maintain all City facilities in a clean and safe manner; manage new and/or existing facility improvements; coordinate graffiti and shopping cart removal for the City.
- Represent the Public Works Department before the Mayor, Council, City Boards and Commissions; county, state and federal agencies, community groups and organizations in a manner that brings recognition and credit to the organization.
- Monitor rail programs proposed by Metrolink, OCTA and the California High Speed Rail Authority which affect the City and pursue grant opportunities for improvements in rail crossings protection programs that will help reduce noise.
Emphasis on Energy Efficiency & Sustainability
Saving Energy = Saving Money
Time-of-Use Rates (TOU): Southern California Edison’s TOU plans can help you manage your energy costs. By taking advantage of lower rates during off-peak and super off-peak periods, you can avoid higher weekday rates when energy resources are in demand.
Medical Baseline Allowance: If you or someone in your household requires powered medical equipment, you may be eligible for Medical Baseline financial assistance offered by Southern California Edison and SoCalGas.
Rebates and Incentives: Before purchasing new appliances, be sure to check SCE.com and SoCalGas.com for available rebates and incentives. ENERGYSTAR.gov is also a great tool to help find rebates and special offers available by zip code.
Comprehensive Manufactured Homes Program: Offered by Southern California Edison and SoCalGas and implemented through Synergy Companies, this program provides free energy efficiency upgrades to mobile and manufactured homeowners.
Assistance Programs
SoCalGas’s CARE Program: If you or someone you know needs assistance paying monthly bills, SoCalGas may be able to help. The CARE program offers eligible customers a 20 percent discount on their gas bill.
Energy Saving Assistance Program: This program is offered by Southern California Edison and SoCalGas as a way to help conserve energy and make your home more energy efficient. This program provides no-cost energy-saving home improvements to income-qualified homeowners.

Recycled Tires
Thanks to a grant from CalRecycle, the California Department of Resources Recycling and Recovery, Orange has been able to subsidize the cost of paving its arterial streets with Asphalt Rubberized Hot Mix (ARHM).
The rehabilitation of six streets was possible for the Fiscal Year 2018 which utilized 299,470 pounds of crumb rubber, which diverted 24,956 tires from California’s landfills.
The rehabilitation of three streets was possible for the Fiscal Year 2019 which utilized 191,070 pounds of crumb rubber, which diverted 15,922 tires from California’s landfills.
The rehabilitations of one street was possible for the Fiscal Year 2020 which utilized 41,670 pounds of crumb rubber, which diverted 3,473 tires from California's landfills.
