Where can I make my Utility Services payment? The Utility Services Division is located in the Finance Department Building, 300 East Chapman Ave., Orange, CA 92866. Payments may be made at the customer service counter which is open from Monday through Thursday from 7:30 AM to 5:30 PM and alternating Fridays from 7:30 AM to 5:30 PM.
