The City of Orange's Fats, Oils and Grease (FOG) control program was developed to comply with the State of California’s 2006 General Waste Discharge Requirements for Sanitary Sewer Systems (WDR), {Order No. 2006-0003}. The program seeks to minimize the discharge of FOG into the city's sewer system and avoid sanitary sewer overflows (SSOs), which are deemed a potential health hazard to city residents.

To avoid these health risks, the city uses an extensive outreach program to inform residents, businesses and others that do work in the city of the potential for SSOs if FOG is allowed to accumulate in sewer lines. These programs include the inspection of city restaurants that potentially generate FOG, the distribution of brochures, pamphlets and other media focused on providing general information to businesses and residents; and the information found here on this website and links.

Reporting

Fats, Oils and Grease regulations are codified within the City of Orange's Municipal Code (OMC) Title 13 Chapter 13.66. Any person(s) in violation of this or any other ordinance is subject to enforcement as specified within the OMC. Sanitary Sewer Overflows (SSOs) should be reported immediately to (714) 532-6480 during business hours (6:30a.m. to 4:00p.m. M-Th and working Fridays) or to the 24-hour hotline (714) 538-1961 at any other time.  Any concerns regarding Fats, Oils and Grease storage and disposal or illegal dumping issues can also be reported by using this form and returning it to the Public Works Department.
