The Investigative Services Division is commanded by a captain and is comprised of several units whose primary mission is to investigate crimes and prepare cases for prosecution through the District Attorney's Office. The specialized units contained within the division are the Crimes Against Persons Unit, Crimes Property Unit, Youth Services Bureau and the Vice and Narcotics Unit.
Investigators are typically assigned cases that originate from patrol officers in the field. Reports that are completed by officers are then assigned to Investigators for more in-depth work and follow-up. Investigators can also generate their own investigations based on their own observations or information gleaned from informants.
The Crimes Against Persons Unit (CAP) investigates:
Homicides Robberies Rapes and sexual assaults Assaults Stalking Domestic Violence Sexual predators and prison parolees Lewd or annoying conduct Elder abuse Hate crimes Missing persons Kidnapping Carjacking Accidental/Natural death Sudden Infant Death Syndrome Officer Involved Shootings Suicide
The Crimes Against Persons Unit investigates the most serious crimes that occur within the City of Orange. Additionally, the CAP Unit has a well-equipped forensic laboratory with the capability of processing most types of evidence from crime scenes.
