The City of Orange Mobile Command Post (MCP) vehicle is fully equipped with communications and computer technology to make the unit a self-sufficient emergency command post. The MCP has the ability to access external computer networks and can also link between on-board PC's through its own internal network. With this vehicle, the City of Orange Police Department is more prepared than ever to respond to emergency situations and to strengthen public safety within the City.
The features of the MCP are many including a conference room and computer workstations. A vast communications array of radios, cell / landline telephones, and specialized radios allow for virtually unlimited communication potential with other law enforcement and public safety agencies. A cable TV with VCR allow for the monitoring of local and nation media coverage of an incident by command post personnel. With the use of civilian radio personnel, closed circuit exterior TV provides the ability to videotape events happening outside of the vehicle for analysis and later critique. A 20KW diesel powered generator provides an independent power source. A lavatory, storage cabinets, and a galley complete the package providing tremendous versatility and the capability for extended operations.
The Department maintains a technically trained staff comprised of both sworn and non-sworn personnel to operate the MCP. Uses of the MCP includes an unlimited number of situations where a complex operational response to an emergency or crisis situation is necessary. Some of the uses of the MCP include barricaded suspects, processing major crime scenes, natural disasters, major transportation accidents such as plane crashes or train derailments, civil disorder, lost persons and special events to educate the public. The MCP is particularly effective in isolated areas where there may be limited or no accessibility to technical resources necessary for effective on-scene management of an incident or event.
The MCP provides a valuable support system for law enforcement that can be made available for joint operations with county, local and federal law enforcement agencies. In this case, local agencies receive the benefits of the MCP when involved in joint operations with the Orange Police Department, without any of the expense.
As the process of providing law enforcement and public safety services becomes more challenging, police agencies are being required to embrace new technology and use it to their advantage.
