Planning and Development

The safety of people and the environment should be of primary concern during the planning stages of any home or business. For new buildings, these concerns are addressed through the Building Department plan check process. Site inspections are made of new construction and tenant improvement projects to confirm that projects are built per plan, and that there are not any special conditions on site that were not addressed on the plans.


The following must meet the current California Fire and Building Code requirements, as adopted by the City of Orange: water supply; fire department access; exits; occupancies, processes, or equipment presenting a fire or life safety hazard, and miscellaneous fire hazards. Plans are required in order to receive a permit for many of these topics.
