On October 25,1995 the Orange Fire Department implemented a new, integrated, Fire-Based EMS System that added transportation to the emergency medical service provided by the Orange Fire Department. Prior to October 25th, the OFD ran 2 Paramedic engines and 1 paramedic squad. A private ambulance provided transportation. The new system utilizes all paramedic assessment engines, which deliver rapid ALS intervention in medical emergencies and a paramedic-staffed transport unit which meet up on the scene to provide a paramedic team. By implementing this system, the ALS response times were reduced from an average of 6 minutes 30 seconds to 4 minutes and 47 seconds. Transport unit response times were reduced from an average of 10 minutes 40 seconds to 5 minutes 29 seconds. The program has also done well in generating revenue to help offset costs of running the program and help with other costs of providing fire protection to the city.
The transportation program also provided a benefit to citizens enrolled in the Paramedic Subscription Program. Prior to the implementation of the transport program, subscribers in the program were given free paramedic service for the annual $36 subscription fee. With implementation of a transportation program, the City was able to offer the subscribers zero out-of-pocket costs for transportation with no increase in the $36 fee.
