Payments Made in Person
Payments for Utility Service statements may be made in person at the City of Orange Finance Department located at 300 East Chapman Avenue, Orange, CA 92866 during regular business hours. The City Hall is the only authorized payment center. Acceptable forms of payment are: cash, personal check, money order, cashier's check, debit card, Visa and MasterCard. A receipt will be provided for cash transactions. Please retain the receipt as a record of your payment.

Mail Payments
Payments are accepted at the City of Orange Finance Department when they are mailed through the United States Postal Service and have been addressed to the City of Orange Finance Department. The mailing address is: P.O. Box 11029, Orange, CA 92866-1591. All charges are due and payable to the City of Orange Finance Department on the date they are rendered and become delinquent thirty (30) days thereafter. Your prompt payment is appreciated. To ensure that full payment is received in our office on or before the due date, please mail your payment 7-10 business days prior to the due date. Payments received after the indicated due date on the invoice will accrue a ten percent (10%) penalty fee on the unpaid balance. Customers may send payments in the form of a personal check or money order payable to the City of Orange. Visa or MasterCard payments will be accepted by filling in all the required information on the back side of the payment coupon.

Fax Payments
Payments for City of Orange utility services may also be made by fax. Please complete the Visa or MasterCard section of your payment coupon and fax it to (714) 744-2273.

Telephone Payments
Payments are accepted over the telephone using a Visa or MasterCard credit card. Please call (714) 744-2233 during regular business hours.

Internet Payments
Credit Card payments can be made via the Internet. You can sign up for this option by going to the City's website home page and looking on the right-hand side under "On-line Service." Click on the "Water/Trash Payment" option, then click on the credit card option. Once you create your own account you can make your credit card payment. To create your account on your first visit you will need to click on the "Sign up now to access your account online" option. You will be assigned a password, which you can use or change at any time. Your password and account number will be needed for each subsequent visit. As a reminder, all charges are due and payable to the City of Orange Finance Department on the date they are rendered and become delinquent thirty (30) days thereafter. Your prompt payment is appreciated. Payments received after the indicated due date on the invoice or on the Internet page will accrue a ten percent (10%) penalty fee on the unpaid balance. All Internet payments made after 5:00 p.m. will be applied on the next business day.

Automatic Payments or ACH payments
Bi-monthly payments can be automatically withdrawn from your checking account. You can sign up for this option by going to the City's website home page and looking on the right-hand side under "On-line Service." Click on the "Water/Trash Payment" option, and then click on the automatic payment. Download and complete the form, and send it along with the needed attached documents to the City of Orange. Please mail it to: P.O. Box 11029, Orange, CA 92866-1591. You may wish to verify that we have received your request. Once we receive it, it may take up to two complete billing cycles to be implemented.
