The City of Orange Home Improvement Program assists homeowners by providing grants and loans to make needed home repairs.

Deferred until sale or transfer of property
For Low and Very Low Income homeowners
2. Grant
Up to $5,000
No repayment required
For Very Low Income homeowners
3. Grant/Loan
A $5,000 grant and $35,000 loan for the same project
For qualified Very Low Income single family homeowners

Eligible Homeowners
Participants must have title to and occupy the property.
Participants’ household gross income must not exceed the following income limits based on the household size:

A credit report will be obtained for each applicant to demonstrate the applicant's willingness and ability to meet credit obligations. Any adverse or derrogatory credit information may limit the applicant's ability to qualify for the Program.
