The Economic Development Department has facilitated many developments in the city, including corporate headquarters facilities, high-tech manufacturing, single retail locations and large retail centers.
The Economic Development Department offers the following services and programs for selected businesses:
Site Selection Assistance
Permitting Assistance
Low Interest Loans
Tenant Improvement Loans
Land Write Downs
Lease Write Downs
Qualifying Tax Rebates
Financial assistance is determined on a case-by-case basis. The City is open to various retail, commercial and industrial development opportunities, both small and large, and is willing to assist in projects that will benefit Orange and its residents. The City seeks adequate return on its investment of public revenues.
The two most important criteria for assistance are:
1. Financial need 2. Return on investment for City and/or Agency
In order to receive assistance, a business needs to show that it cannot undertake the proposed project because the ultimate return on investment for the business makes the project economically unfeasible. Maybe the land price is too costly, or clean up is too extensive, or the area is blighted or the project does not bring in enough revenue at this point in time. Then assistance by City/Agency can be justified.
In addition, the City/Agency wants to receive more revenue over time than the amount of assistance. For example, the City/Agency would assist a business with a $100,000 loan in order to obtain a new development that would provide $100,000 a year in new property tax.
