Student Filming

Film Permit Requirements
Film students are required to obtain a film permit for any production activity that occurs within the public right-of-way. Production activity includes personnel, equipment and vehicles. The public right-of-way includes all city streets, sidewalks, parking lots, parks, public buildings, etc. Typically, the permit application fees are waived for students and non-profit productions. However, if Orange Police, Fire or other staff is required to assist on location, the filmmaker is responsible for covering those costs. Student filmmakers are also responsible for providing the appropriate liability insurance.

Permit Processing Time Requirements
Student film permit applications should be submitted one week in advance of the proposed film activity.  Recognizing that production schedules are subject to change, the City permit coordinator will take into account special circumstances and may accept permit applications that missed the one-week submittal deadline.  No application will be accepted that is not submitted at least three business days (72 hours) in advance of the proposed film activity. When submitting permit applications, please take into account that the City offices are closed on alternating Fridays. Permit applications submitted that do not take into account the three-day processing time requirement will not be accepted.

Private Property Filming
If all filming activity is completely contained on private property - this includes all vehicles, people, and equipment - a City of Orange Film Permit is not required. Due to the size of most production companies, it is a rare circumstance when a permit is not required. When in doubt, please check with the City's Film Office to determine if a permit is required.

Please note: It is a violation of the Orange Municipal Code (OMC) to film in the public right-of-way without a permit. Productions found in violation of the OMC will be shut down and may be issued a citation.
