Housing Division

City Programs

The Housing Division is responsible for the management, administration, and oversight of all activities that receive federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds.  These financial resources enable the City to provide various public services, complete infrastructure improvements, and create and retain affordable housing for Low and Moderate Income residents.  For information about the CDBG and HOME Programs, contact Mary Ellen Laster, Senior Housing Manager, (714) 744-7211 or mlaster@cityoforange.org.

Fair Housing-Tenant/Landlord Services

The City contracts with the Fair Housing Foundation (FHF) to provide fair housing services for Orange tenants and landlords, which include mediation and counseling services.

Section 8-Rental Assistance/Housing Choice Voucher Program

The City contracts with the Orange County Housing Authority (OCHA) to administer the Section 8 Program for Orange tenants and landlords.

Community Survey
The City receives annual allocations of Community Development Block Grant and HOME Investment Partnerships funds from the U.S. Department of Housing and Urban Development (HUD).  HUD requires the City to use these funds for projects and programs that primarily benefit Low and Moderate Income residents.  Please help the City prepare its 2015-2020 Five-Year Plan for the use of these funds by completing and submitting this survey.
