Building Division

The Building Division is comprised of four sections: Permit Services (front counter), Plan Check, Inspection Services and Code Compliance.

Permit Services

Permit Services staff have the highest daily volume of public interaction among the members of the Community Development Department. They staff the Building counter, field building-related phone inquiries, calculate and collect permit and development fees, and issue permits.

Plan Check
The City’s Plan Check staff is responsible for reviewing plans for new residential, commercial, and industrial construction, non-residential tenant improvements, and home improvements. The scope of their work includes projects both large and small. The plan checkers have expert knowledge of the Building Code, and often interact with the public, providing explanations of their comments, and suggested approaches to plan revisions. Plan Check staff also coordinate closely with the City’s Fire Department on the review of plans.

Inspection Services
Inspection Services staff spends the majority of their time in the field conducting inspections of projects under construction to verify compliance with Building, Plumbing, and Electrical Codes, and also to confirm that projects are being built according to the approved plans. Building Inspectors are also responsible for issuing Stop Work notices for any construction project being worked on without the appropriate City permits.

Code Compliance
Code Compliance functions in a multi-disciplinary manner. Staff work involves a wide range of responsibilities including interaction with the public over the counter, site visits, and property owner interaction. Code Compliance activity is complaint-based and encompasses broad issues such as inoperable vehicles, poor property maintenance, debris accumulation, and inappropriate storage of vehicles or materials. Anonymous complaints may be reported by calling (714) 744-5555. In addition to the above responsibilities, Code Compliance staff also issues permits for temporary signage and special events.
