The City Manager serves as the Council-appointed executive manager of the City. The City Manager is responsible for the administration and implementation of policies and programs adopted by the City Council, for providing timely and accurate information to the City Council, and for maintaining a valuable communication link that allows the Orange City Council to formulate policy, set direction, adopt programs and projects, and establish City service levels. In addition, the City Manager oversees the City's Economic Development activities as well as the Internal Audit program. The City Manager appoints the City's Executive Directors and is responsible for ensuring that City services are performed at the highest standard in accordance with City Council policies. The City Manager is responsible for the submission of the City's budget and support of City Council goals.
