Additional Fee ($3.00) required by the State of California

January 1, 2018


Governor Brown recently signed into law Assembly Bill 1379, requiring cities to increase the State Mandated Fee from $1.00 to $4.00, which is added to all Business License Application fees or Renewal fees. This will begin January 1, 2018.  See below for more information.

State Franchise Tax Board Information


The City of Orange has initiated a tax audit program utilizing information from the Franchise Tax Board to identify businesses that may not be reporting and paying their annual business taxes. A Business License is required for any business owner, business entity, self-employed person or business organization based in or operating from Orange. This includes home based businesses, independent contractors, home offices, and others. State Mandated Fee:


On October 11, 2017, Governor Brown signed into law Assembly Bill 1379, directing cities to add an increased State Fee of $4.00 to any application fee or renewal fee for a business license, effective January 1, 2018.  This fee will provide a funding source for increased education on disability access and compliance with construction-related accessibility requirements to facilitate compliance with the federal and state disability laws.
